Scheduled generation

If VION_REPORT_DIR and VION_REPORT_INTERVAL_SECS are both set, the control plane writes periodically:

• tagId CSV
• Single-page %PDF-1.4
• If runtime history is 200, {slug}-{id}-history.csv

Missing env → process does not start (both are required).

WARNING

Scheduled reports use the default tenant’s VION_RUNTIME_HTTP_URL; multi-tenant resolution is partial.
