Publish rules

• If there are errors, no revision is written
• On success, revision, snapshot, and audit are in the same transaction
• Secret key names do not enter the overlay
• Activation goes to the bound runtime; unbound → 409 runtime.unbound

Polling

Scale → alarm → SOE → command validation → historian spool. The hot path does not go to the engineering DB.
