States
Machine: NORMAL, ACTIVE_UNACK, ACTIVE_ACK, CLEARED_UNACK.
Operator layers: SHELVED (shelf), INHIBITED (maintenance + alarm condition).

Webhook
VION_ALARM_WEBHOOK_URL (+ optional Bearer VION_ALARM_WEBHOOK_TOKEN) POSTs only on ACTIVE/CLEAR transitions. Not for Ack.
